Job description:

Team Leader – Under the direct supervision of the Rural Component, the Project Management Support – Expert (Regional Operations) group is responsible for supporting the effective and successful field-level implementation of the community resilience and livelihoods program in a given region.

Functional Responsibilities

1. Stakeholder management and communication
• Represent the UNOPS CRL Program Implementation Unit (PIU) and support all Facilitating Partners (FPs) in the given region to develop realistic and achievable field implementation plans, monitor the plans and provide regular and ad hoc reports to the CRL management team.
• Support local project FPs/private contractors in working with communities to determine community boundaries in rural areas and project site boundaries and numbers in urban areas and their GIS map.
• Support regional FPs in approving or securing UNOPS PUB-centre approval for various project documents and/or operational requirements in the field as needed.
• Support the management team in resolving grievances related to project site implementation.

2. Project coordination
• Support the project management team and continue to liaise with key actors (contracted private contractors and Facilitating Partners (FPs) for UNOPS and Component 2 ) to ensure a solid understanding of project objectives and implementation methods for CRL in the given region Components 1, 3 and 4) for.
• Coordinating project activities in a particular region among project staff, provincial and district level local governments, and FPs.
• Monitor and ensure that information on achieving Entry Criteria (ECA) for Access is readily available for each community.
• Support ARTF monitoring agents and central team members in coordinating site visits and monitoring tasks.

3. Monitoring and reporting
• Monitor the situation regularly and update the UNOPS PIB management team on important developments in the region, particularly security-related, new policy directives/comments from local authorities, women’s involvement and participation, environmental and social safeguards, access to the project and FP staff and audiences to communities, etc..

Impact of Results

The results obtained by the Project Management Support – Specialist (Regional Operations) have a direct impact on the development and performance of the project, particularly the successful implementation of the rural component of the CRL. It confirms UNOPS’s role as a key and trusted partner for the World Bank and UNOPS’s position as a critical service provider in all harsh working environments. Given the current political and humanitarian situation in Afghanistan, this project will support the urgent repositioning of AFCO and strengthen UNOPS’ presence and visibility in Afghanistan, raising the profile of UNOPS in the global humanitarian context.

Monitoring and progress checks will be in accordance with the work plans that the Supervisor and staff will prepare on the job.
Job requirements:
a. Education
• A first-level university degree (eg Bachelor’s) in development studies, international relations, sociology, management, business administration or other related field is required.

b. work experience
• At least 5 years of experience working with regional, provincial or county level authorities and/or communities is required.
• Field application experience of a complex project/operations, for example with an NGO or private sector, is valued.
• The experience of working with the elderly in the community is a wealth.

c. Languages
• Fluency in English (spoken and written) is required.
• Pashto and Dari languages ​​are required.
• It is desirable to be able to speak the local language dialects that are dominant in the region.
